Africa IGF 2026: Four Big Digital Policy Questions — and a Registration Catch
Africa IGF opens in Accra on 2 November. Registration deadlines have passed in official notices; here's what online followers can still verify and what Africa should demand after the event.
The key points of this analysis, checked by the editors.
The 2–5 November forum offers hybrid participation from Accra.
Registration is free but required for online and in-person attendees.
The value lies in verifiable policy follow-up, not conference speeches alone.
A broadband outage can stop a mobile-money payment in Lagos. A broken identity record can prevent someone from accessing a public service in Accra. And a content-moderation algorithm can wrongly remove a legitimate complaint in Nairobi. Those experiences sound very different, yet they all lead to the same question: who sets the rules for the digital systems on which African citizens increasingly depend?
That question is at the heart of the 15th Africa Internet Governance Forum (AfIGF), taking place in Accra from 2 to 5 November 2026. Governments, businesses, researchers, technical communities and civil-society organisations are expected to discuss cybersecurity, artificial intelligence, online safety, connectivity, digital identity and trust. But readers should distinguish a forum's policy conversation from a law, a funded programme or a measurable service improvement.
Before you try to register, read the deadline
The organisers' event page describes free attendance and a hybrid format, with registration required for both online and in-person participants. However, the official UN Indico accreditation page publishes a registration deadline well before November, and versions of the public page have shown different closing dates. The continued appearance of a registration button does not establish that a new application will be accepted on 1 November.
If you are already registered, follow the joining instructions issued to your Indico account. If not, look for an explicitly public livestream on the official AfIGF website, rather than trusting a third party offering to sell a pass. Online attendance does not necessarily mean unrestricted access to every session, simultaneous translation or guaranteed replay footage.
Conference times follow Accra's GMT/UTC+0. Cameroon and Nigeria are one hour ahead; Kenya and Uganda are three hours ahead. A 9 a.m. session in Ghana begins at 10 a.m. in Cameroon and noon in Kenya, subject to the published session schedule.
What can an Internet governance forum actually decide?
AfIGF brings different stakeholders together to examine digital policy, but it cannot unilaterally impose legislation on every African country. Its discussions may influence national rules, regional coordination and technical practice. Yet those outcomes require later action by institutions with the authority, funding and responsibility to implement them.
That difference should shape how journalists, founders and citizens evaluate the event. A panel may endorse secure digital identity, but who has to build the system? Who will audit its security, fund its maintenance and hear complaints when it fails? The most important follow-up question is often not whether leaders agree, but what can be independently checked after they leave the room.
Digital identity: who fixes a record that is wrong?
An interoperable identity system can reduce repeated paperwork and make it easier to access public and private services. However, interoperability is not simply a collection of connected APIs: it requires legal authority, accurate records, access controls and effective remedies.
Imagine a citizen whose date of birth is incorrect in a foundational registry. If banks, schools and government agencies begin relying on that record, a single error could follow that person across multiple services. An operationally credible proposal therefore needs a clear correction path, logged access, retention rules, data minimisation and human review of contested decisions.
African policymakers should be asked to identify the agency accountable for each part of that process, not merely announce the creation of a national digital-identity platform.
Cybersecurity: what happens on the day a system goes down?
A national cybersecurity strategy can be a useful starting point, but a security document does not restore a hospital database after ransomware or keep a small retailer's payment service running. The difficult work involves incident-response teams, tested backups, patching, supplier accountability and budgets for ongoing maintenance.
Rather than counting the number of cyber policies announced, participants should ask how often restoration procedures are exercised, how incidents are reported, which organisations receive practical support and whether response times are measured. Regional cooperation is valuable when someone owns the process and the conditions for sharing sensitive incident information are clear.
AI governance: can a person challenge an automated decision?
AI-assisted fraud detection may reject a valid payment, while automated content moderation may remove a legitimate post. If a system operates across languages and communities, aggregate benchmark scores can hide serious local errors. In consequence, claims of safer or smarter digital services need evidence about performance, failure modes, language coverage, appeals and independent review.
For software engineers, these principles translate into concrete design requirements: audit logs, explainable decision notices, escalation paths and tests on representative user populations. For regulators and civil-society organisations, they provide a basis for asking whether a system is accountable to the people affected by it.
Meaningful connectivity is more than a green coverage map
An area can appear covered by mobile broadband while service remains unreliable during peak hours or unaffordable for regular use. Electricity, device costs, congestion, local content and network maintenance all influence whether connectivity is meaningful.
The Internet Society has identified sessions dealing with community-centred connectivity and practical adoption. These discussions matter because a community network cannot succeed on infrastructure announcements alone: it requires realistic operating costs, local technical capabilities, sustainable governance and a service people can actually use.
How to turn a conference session into useful evidence
Start with a specific question related to your work. A developer might ask what technical safeguards would be expected of an identity API; a founder could ask whether a proposed data framework affects cross-border transfers; a student may want to examine how affordability is measured.
During a session, record the speaker, the exact claim, the institution responsible, any promised document and the deadline. Afterwards, look for the publication in an official source. Until you find it, a statement from a panel remains a proposal or intention, not an enacted policy.
This habit is particularly useful where bandwidth is expensive. Following two relevant sessions carefully can be more productive than streaming an entire event without a clear research question.
After 5 November, follow the evidence — not the applause
The real test will be whether AfIGF publishes clear outcomes, identifies responsibilities, proposes measurable milestones and leaves civil society and technical communities with ways to monitor progress. We will look especially for commitments on affordable connectivity, identity correction procedures, incident response and rights of appeal against automated decisions.
Africa's digital future will not be judged by the number of conference panels. It will be judged by whether public services become more reliable, secure, affordable and accountable.
A government website is not the same as a completed digital service. The real test is whether citizens can apply, pay, track decisions and resolve problems without returning to the counter.
