42 Billion FCFA for an AI Data Center in Douala: What Cameroon Is Really Buying
Cybastion plans a $75 million AI data center in Douala. Beyond the headline amount, the practical questions are simple: how much computing power, at what price, with what energy supply and under whose control?
Three anchors to enter the analysis without losing the thread.
01
$75 million still does not tell us how much computing power will be available
The headline number is striking because it is easy to understand.
02
Dedicated electricity may be almost as important as the GPUs
Computation requires a great deal of electricity.

42 billion FCFA.
A data center in Douala.
Dedicated power capacity.
And two words that immediately attract attention in 2026: artificial intelligence and sovereignty.
Cybastion plans to invest $75 million — roughly 42 billion FCFA at the exchange rate used around the announcement — in a project in Douala combining a data center designed in part for artificial-intelligence workloads with dedicated power-generation capacity.
On paper, the announcement checks almost every box of the moment: cloud, AI, local data, energy, US investment and digital sovereignty.
But an investment announcement is not yet a technical architecture.
And that is exactly where the project becomes interesting.
$75 million still does not tell us how much computing power will be available
The headline number is striking because it is easy to understand.
Computing capacity is much harder to read.
At this stage, several decisive details remain undisclosed: available electrical power, installed computing capacity, GPU type, cooling, construction schedule, exact location in Douala and the financing structure.
That changes how the announcement should be interpreted.
A data center is not just a room full of servers. Money also goes into secure facilities, backup power, cooling, fiber, storage, monitoring, physical security and maintenance.
For an AI-oriented facility, another line item becomes decisive: computing power.
Which GPUs will actually be available? At what scale? For which customers? And how will they be sold: rented data-center space, private cloud, on-demand GPU access or fully managed services?
Without those details, it would be reckless to translate $75 million into a number of GPUs or into model-training capacity.
The announced project is significant. Its actual computing power remains to be documented.
Dedicated electricity may be almost as important as the GPUs
AI requires a great deal of computation.
Computation requires a great deal of electricity.
And a data center cannot operate like an office that simply accepts a few minutes of downtime when the grid fails.
Cybastion is therefore announcing dedicated power capacity alongside the data center. That detail is not secondary: it directly affects availability, operating costs and the computing density the facility will be able to support.
Raw figures from the World Bank Enterprise Survey 2024-2025 illustrate the power constraint faced by surveyed businesses in Cameroon: 560 establishments out of 615 reported experiencing power outages during their most recent fiscal year. The World Bank itself notes that these case counts should not be read as population-level estimates for all Cameroonian businesses. Even so, they are a clear signal of an operational problem.
For a data center, the issue is therefore not simply obtaining electricity.
Power must be continuous, redundant and predictable, while the heat produced by the equipment must also be removed.
When a rack is packed with powerful AI servers, electricity use and heat rise quickly.
That is why one number matters particularly: how many megawatts will the project be able to supply and secure?
The answer will reveal far more about the site's real ambition than the overall investment figure.
"Sovereign" does not simply mean "located in Cameroon"
The term "sovereign data center" appears in Cybastion's communication and in the digital priorities discussed by the Cameroonian side during the economic dialogue with the United States.
But digital sovereignty is not merely a question of where a building stands.
A system can physically host its data in Cameroon while still depending heavily on technologies, licences, administrator accounts, remote operations or cryptographic keys controlled outside the country.
Several questions therefore matter.
Where is the data stored?
Who owns the infrastructure?
Who operates it day to day?
Who controls administrative access?
Where are encryption keys held?
Do backups remain in Cameroon, or are they replicated elsewhere?
Can local teams maintain the system without permanent dependence on a foreign provider?
What happens if a vendor discontinues a service or abruptly changes its commercial terms?
Data localization is one layer of sovereignty.
It is not the whole of sovereignty.
That distinction has become even more important since Cameroon adopted Law No. 2024/017 of 23 December 2024 on the protection of personal data.
It also matters in the context of the Cameroon Internet Governance Forum 2026, whose recommendations explicitly addressed data governance, digital public infrastructure, cybersecurity, system interoperability and responsible, sovereign governance of artificial intelligence.
The word "sovereign" therefore has to become visible in architecture choices, contracts, governance and local capabilities.
Cameroon is not starting from zero
It would be misleading to present the project as the country's first modern data center.
Cameroon already has local infrastructure.
CAMTEL notably promotes its Zamengoé data center, which it describes as Tier III certified and as part of the country's local data-hosting infrastructure.
In Douala, ST Digital also operates a data center in the port area. In 2025, the Ministry of Posts and Telecommunications presented it as infrastructure intended to meet the hosting needs of public administrations and national businesses.
So the right question is not: "Will Cameroon finally have a data center?"
The better question is: what will the Cybastion project provide that the existing ecosystem does not yet offer at scale?
If it is mainly colocation, storage and hosting, the project will strengthen an already existing local market.
If, however, it brings substantial GPU capacity, high-performance computing, local cloud services, significant power capacity and robust connectivity, then it moves into a different category.
It is no longer only a place where applications are stored.
It becomes a place where computation happens.
And in the AI economy, that distinction is fundamental.
Hosting data is not enough: local computing power matters too
Much of Africa's discussion about digital infrastructure has historically focused on local data hosting.
AI adds a second battle: local access to computing power.
Today, a Cameroonian startup can use an AI API hosted in the United States or Europe. It can rent GPUs from a large foreign cloud provider. A university can do the same for some research workloads.
Technically, that works.
But the dependencies are numerous: foreign-currency payments, international payment rails, latency, cross-border data transfers, service availability and prices determined outside the local market.
A Cameroonian facility that genuinely offers GPU-as-a-Service could alter part of that equation.
A company could deploy certain open-source models locally.
An institution could keep sensitive applications and processing inside national infrastructure.
A university could access computing resources without automatically relying on a foreign provider.
Startups could build AI products while keeping some data and processing within the country.
But everything depends on the final commercial product.
The word "AI" in an announcement does not automatically guarantee a GPU cloud that the local ecosystem can actually use.
Price will test sovereignty just as much as technology
Local infrastructure can be technically excellent and still remain economically underused.
The future data center will have to convince public institutions, banks, telecom operators, insurers, large companies, startups, universities and possibly customers across the subregion.
Those organizations will not migrate simply because the building is in Douala.
They will compare pricing, certifications, service-level commitments (SLAs), support, connectivity, backups, disaster recovery, security and ease of integration.
The cost of computing power will be especially revealing.
If a startup can rent a GPU in Europe for far less than in Douala, many will continue using foreign infrastructure.
Digital sovereignty may be strategically desirable.
It also has to become economically usable.
That requires coherent pricing, contracts suited to local companies, simple payment options and service quality high enough to justify migration.
The project becomes most interesting exactly where the press release stops
It would be easy to claim that 42 billion FCFA will turn Cameroon into an African artificial-intelligence hub.
The information available today does not support that conclusion.
It would be equally easy to dismiss the project as just another announcement.
That would also be premature.
The announced combination — data infrastructure, computing power and dedicated energy — addresses real constraints of modern AI.
The sensible approach is therefore to watch concrete indicators.
Electrical capacity.
GPU capacity.
Cooling technology.
Redundancy level.
Certifications.
Connectivity.
Financing structure.
Pricing.
Signed customers.
Backup locations.
Access control.
Training of local teams.
Construction schedule.
Actual commissioning.
Those are the elements that will eventually distinguish a strategic infrastructure project from a project that is merely described as strategic.
42 billion FCFA can buy servers. Sovereignty has to be built.
Cameroon's current context makes the project particularly interesting.
The country has strengthened its legal framework for personal data. Public discussions now explicitly cover interoperability, cybersecurity, data governance and sovereign artificial intelligence. Local data centers already exist. And demand for cloud services, computing capacity and digital services continues to grow.
Cybastion's project could therefore become an important part of that ecosystem.
But its value will not be measured by the number of press releases or by the size of the announced figure.
It will be measured by something far more concrete: how much computation can actually happen locally, at what price, with what level of availability, under whose control and for whose benefit.
A data center can be built in Cameroon.
A genuinely Cameroonian digital infrastructure is judged by the use, control and capabilities it creates around itself.
That is the difference worth watching over the coming months.
